Using widen on a power makes it an Area Attack. This means that it
cannot be a single target effect while using Widen Power (you don't have to widen the power, and it would work normally then).
You can't target Bob the Fighter with your
fireball (Widened Elemental Blast). You can target an area centered on Bob; if that is the case then you
automatically hit the area and everyone in it must make a Reflex save to avoid taking 20 damage (DC 35 toughness; 1/2 effect on a success for 10 damage and DC 25 toughness).
That's generally a fight-ender, even against heroes with a condition track. Conviction can drag the fight out for several more rounds, and desperate heroes played by people that know the game (and have a lot of Conviction) might be able to win, but most heroes are going to be toast, especially when the power is used by a monster (like the
Titan).
As a supernatural power, it follows those rules rather than the Area Attack rules (Reflex Difficulty is 10 + 1/2 effective adept level + Key ability).
Also, should the Adept really use his Combat Bonus number (and DEX) for directing supernatural powers???
