    Fear Aura

    I am trying to create a fear aura for a villain that in an upcoming M&M session. The idea is that anyone within close range to him has to make a check while looking at him because of his grotesque appearance. This is what I have come up with so far. Have I done this correctly?

    Perception Area Affliction 8 (49 PP)
    1st degree: Attacks against villain Impaired, 2nd degree: Attacks against villain
    Disabled, Resisted by: Will, DC 18; Perception Area: DC 18 - Sight, Innate, Reaction 3: reaction;
    Limited Degree, Permanent (Reaction - Close - Permanent)

    Constant effects like these are tricky, but first off, Permanent is almost never the correct answer for an attack power. If you'll notice, there's no way to legitimately increase the duration that way in the base system, the same way that there's no way to drop Action down to Free. In general, I see the inability to turn off a Reaction event like this to generally be a -1 Quirk.

    That is too crippling to the villain. They can't have friends, because pretty much everyone who ever sees them will run screaming. I understand this is not a Compulsion, but it's a fear effect, so it should be RPed as such.

    So it's already too encompassing. There should be a way around it. Perhaps it only affects those not very familiar with the villain. Or it's Selective. Or was this the point, a villain so "ugly" that they literally cannot have any friends, except those who have the Fearless advantage?

    Second, it's not really relevant for a villain, but that's Limited or even Very Limited (Impaired Attacks against the villain is Limited compared to Impaired Everything).

    Third, Permanent implies that the victims are Permanently affected, which isn't possible. Because there's no Third Degree, an Instant Recovery is not necessary.

    Seems like it's Close Area Perception (Visual) Affliction 8 (Impaired Attacks Against Villain; Disabled Attacks Against Villain; Resisted and Overcome by Will), Reaction (when seen)

    Instead of Close Area Perception, I`d go with Burst Area.

    Yeah, not so much. Permanent is a flaw that means that character cannot turn off the ability, usually worth -1PP/rank on most powers.

    Which, admittedly, was a valid choice back in 2E where Aura was considered Sustained, and could be bought up to Continuous, and then dropped to Permanent (subject to GM purview). But 3E really doesn't have a method short of buying it up to Continuous or Reaction and buying being unable to turn it off with a Complication, Quirk, or Flaw (depending on GM).
