    Equipment (stun ray)?

    Stun Ray makes the LIVING target instantly stiff as a board! Not out cold mind you, but thatís certainly a option.
    What do you fine people think of it?

    Device, yes!

    Equipment in a modern dayish setting, NO!

    Equipment in a futuristic setting, maybe.

    If a device is a permanent part of a character like a bionic implant, then you build it as a normal power, device rules don't apply, it is more just the descriptor.


    Hard to remove devices get a 20% discount (rounded down) on the normal PP cost of whatever powers are included in them. You generally have to have a character bound, unconscious, or incapacitated to take the device away from them, but you can lose it and your opponent (generally on a limited basis only until end of scene) can potentially use it against you unless you put ranks of Restricted on it.


    Easily Removable devices are a 40% discount (rounded down) on PP cost of any powers it has, but it can be removed from you with a successful Disarm attempt. Again, unless you give it traits to restrict who can use it, an opponent can use it against you after taking it away.

    Stunning, or paralysis?

    Ranged Affliction X (energy, technological; stun or paralysis*; Fortitude), Easily Removable. Points: 2 per ranks (40% discount).

    *If I knew which one you wanted, I could break that down in a little more detail.

    Cumulative, because an Affliction without that is pretty useless, as it's hard to get the Paralyzed effect against an opponent of roughly equal PL. Instead, you can zap someone once, perhaps daze them, then zap them again to paralyze them.

    Because it is overcome by Fortitude, objects and creatures without Stamina scores are immune to this effect by default. That isn't worth extra points.

    This can only be equipment in a setting where it's common, such as Star Trek, in which case it's 18 equipment points. (In fact, a phaser would be a powerful Ranged Damage weapon, with an Alternate Effect allowing this effect.) Star Trek is a setting with lots of personal-scale offense but little personal-scale defense.
