This is just freaking brilliant!! But it also requires one other change:
Scrap Tough+Dodge <= 2PL and Tough+Parry <= 2PL and replace them with 2*Tough+Parry+Dodge <= 4PL.

Why would it require dropping the trade-off?

To be more fair, parry should have its own Toughness and Dodge have its own Toughness, but that is only a valid option if they keep their own trade off and are free. Alternately, Stamina could apply to both if you pay for them.
