    Ysariel's Campaign NPC's

    This where I archive player and non-player characters for games in my and kenseido's campaign setting, the city of Phoenix Bay. Players are welcome to read, if you don't mind minor spoilers (A small number of really spoileriffic ones will be posted after the relevant adventure is over.)

    I'm posting my builds for a number of reasons: to let players run villains for me in case I lose internet access, to see how my enemy design style changes over time, to better document my NPC builds (a lot of old ones are missing point costs or incomplete, for example), and to record which ideas work and which don't. Obviously, these don't reflect kenseido's own building style, which is different.

    I am attempting to standardize my NPC villain design:

    • Total cost of approximately 20 + (PL * 15) pp, the same as the PC's at the start of Season 2
    • 1 non-toughness save at 2 less than PL caps
    • Toughness/Effect rank tradeoff of at most +3
    • At least 1 PL-capped non-Toughness save offensive power per villain


    A large number of named villains are intended for use as minions. They are intended to threaten heroes in ways beyond combat while still presenting a moderate combat threat, and have powers that are problematic if put on non-minions. These villains are tagged 'Minion' on the index and character sheet.

    Additionally, some builds are designed around my house rules, for example the rules for Archvillains (link) and Monstrosities (link).

    Rainbow Seven

    Seven are the colors of the rainbow and seven are the agents of S.P.E.C.T.R.U.M.'s most elite strikeforce. Together, they advance its agenda of controlling the world metahuman population. While Men in Black may show up on the doorstep of a metahuman child and black helicopters hunt down witnesses, it is Rainbow Seven that is called in when S.P.E.C.T.R.U.M. wants something important and subtle done without hero interference. The exact roster has varied since the U.S. government lost control of the rogue agency in 1961, but the number has always remained at 7, one for each color of the rainbow -- typical of S.P.E.C.T.R.U.M.'s strange obsession with its symbolism of light, the prism and the eye.

    Red Flag was the greatest of the wartime Soviet heroes, raised up in desperate haste to meet the might of Nazi Germany. Idealistic, patriotic, sheltered from the worst excesses of the Stalinist regime, he was loved by citizens and the Kremlin alike and won even the respect of the Western heroes he fought alongside. But he rose too quickly in the ranks, before his indoctrination was firm, and what he saw in the postwar years shattered his belief forever. The Soviet state, like all states, was not about socialism or the proletariat; it was about power. And S.P.E.C.T.R.U.M. understood power. Under its guidance, he forsook his atheism, worshipped at the altar of rainbow light, and was rewarded with life beyond death. Now, when Red Flag downloads into a new clone body for his latest mission, he understands he is not fighting for ideology. He is fighting in the pursuit of power, a far more honest goal.

    These stats represent Red Flag with his typical gear. Red Flag has full access to the Rainbow Seven armory and may swap out his devices for alternate Removable or Easily Removable powers specialized for the foes he fights and the missions he undertakes.

    Jeering laughter on the beach. Giggles in the girls' locker room. Young eyes, filled equal parts with wonder and disgust at the crying, piteous form they hold pinned to the floor of the shower stall. Children can be very cruel to those who do not conform to their vapid ignorance. As it became increasingly obvious she was abnormal in certain ways, she learned to hide behind faces and bodies that were not her own. But she could not hide from the rainbow light of the all-seeing Eye, which saw her gift and indoctrinated her into the religion of power. S.P.E.C.T.R.U.M. honed her pointless escapism into a tool as fine and purposeful as the tip of the Masonic pyramid. It taught her the hidden truth that being yourself is overrated: it's much nicer to be someone else.

    Shrinking Violet's body is comprised of polymorphic cells that can rapidly adapt and change her physical form. Her Genetic Mimic ability copies the values of Str, Agi, Dex and Sta as well as any powers, but does not copy mental abilities and skills. It also does not replicate clothing and devices, however, she carries a Mirage Field device that constructs holographic clothing to allow her to replicate the appearance of a hero on the fly. Unlike some mimics, she does not need to touch the target: merely being able to see them directly is enough. She has some kind of paranormal sense that allows her to 'scan' DNA at a distance and copy their powers, which she continues to maintain even if the target then moves out of sight. Shrinking Violet has great precision and control over her power mimic ability, able to suppress mimicry of certain traits (for example, in some cases copying the powers but not the appearance of a hero, to make it less obvious whose powers she currently has) as well as prioritize which ones to mimic if she can't copy them all. She prefers to avoid direct confrontation, using stealth, trickery and deception against her foes instead of direct combat, but she has been extensively trained in metahuman combat by S.P.E.C.T.R.U.M. and her ability to mimic powers makes her a formidable combatant.
