I would not have them regain between Sessions, but it seems harsh to not regain between stories. Obviously the calling and destiny/fate would allow them to regain some WITHIN stories.
Another step that I'm taking for house rules is that when a character is damaged while below 1/2 health they bleed 1hp per turn until healed. This is to encourage players to seek diplomatic solutions. From the Storyteller side of it, I've committed to make any rational living actors rout or surrender at first blood or near half health depending on how committed they are.
For example, If three oblivious bandits attack the Warrior:
Warrior hacks soundly into Bandit 1, Bandit 1 routs.
Bandit 2 and 3 look at each other with some worry but press the attack.
Warrior batters Bandit 2 into a wall bruising Bandit 2's ribs and Bandit 2 lets out a piteous yelp.
Bandit 3 doesn't want to get hurt so he breaks and flees.
Warrior growls at Bandit 2 "How about I finish what you started?" and menaces with his sword.
Bandit 2 drops to his knees and begs for his life.

I have found that an extra 2 or 3 focuses is enough to feel fleshed out at level 1. Especially if as gm you say they are there exclusively to round your character out.
How long do the weapon buffs from being a Shaper last?
For example, the Dual Weapon Style (N) talent and the Guardian (N) specialization have unspecified durations, but the Psychic Weapon arcanum and Single Weapon Style (N) talent both last until the end of the encounter.
