    Low level vigilantes are easy - they're not working with the protection of a criminal justice system behind them. Operating in the shadows protects them and their loved ones from reprisals, and from attracting police attention. Also, if your existence can't be confirmed, the police are less likely to hunt you down. Recall in the Batman movies where they have the "list of suspects for the Batman" and its pictures of Elvis and Bigfoot, showing how the official story was that he didn't exist. And, again, as Batman knows, being perceived as an urban legend by your targets makes you harder to defend against. For all the average supercrook knows, Batman is 7 feet tall, can turn into darkness, and breathes fire.

    Low level supercriminals also want to be non-descript. Even if they could maybe handle a SWAT team with their powers or freeze guns or whatever, they don't want to be the subjects of city-wide or national manhunts after doing so. Keeping in the shadows makes it easier to get away with the next score, and to fence their goods.

    More powerful supers are tougher. Perhaps there is the usual "We don't want to be cut up in a lab" or "we don't really want to get into constant stand-offs with the world's militaries." If they act in secret, they don't have the world they know around them changing beyond recognition.

    Or, perhaps the most powerful people have reached an understanding with the human Powers That Be. The UN has a secret council that reached an agreement with the Freedom League-equivalent: You keep your secret world away from ours and in order, and we won't expose it or interfere. As long as they stop Magneto from uprooting national monuments on live TV, the X-Men get to stay off the FBI's radar as well, that sort of thing. This gives you the option of not only having villains trying to keep their activities secret from the PCs, but heroes as well.

    You may also have locations only accessible by super-people, the secret clubs and bars that require flight or x-ray vision or the like. This gives them a place to get away from normal people and be somewhere where everyone "gets it." And like any hangout for a subculture, they'll be some resistance to other people coming in and adopting it/diluting it.

    The campaign has not begun yet because I am waiting for the end of my Out of the Abyss Campaign (coolest D&D campaign made by Green Ronin) or my L5R "Togashi Dynasty", whichever end first. I think that I will begin it sometimes during the first semester of 2017, At this time, I am working on develloping the campaign world and inquiring for the future players character concepts : I think there will be one Doctor Strange-like character, a super-intelligent construct looking like a cute soft toy build by an AI which will be the technology specialist of the team, an egyptian goddess and the other players have not yet chosen a concept .
