    I think she also makes a great character in that she has the same threat as Mechanon, or Silver Age Mongul (in that she can fight the strongest heroes with a chance of victory) but dealing with her can be a lot more complicated because of her flights of fancy and the amount of collateral damage she can cause.

    Yes, that is an actual thing that happened in Champions Canon.

    Now I'm just thinking of a scheme where Gravitar tries to interrupt the upcoming British Royal Wedding and be wed instead, forces everyone else to abdicate, and then tries to unite France and England like the Hundred Years' War. Its exactly the kind of outlandish thing her ego would demand she do and her power enable her to actually succeed at.

    Enemy Harpoon is an ancient enemy from Viperia's past, purposed to kill her, with a magic spear that she is vulnerable to.

    Over Exertion When Viperia becomes too tired (either by pushing herself or from an outside force, especially sleep-inducing effects), she has to sleep for at least a week to replenish her reserves.
    Naive Viperia is still new to this world, and much of what she learns is filtered by VIPER
    Loyal To her father, Nama-which is why she (somewhat reluctantly) works for VIPER
    Infamous Viperia's power has granted her a dangerous reputation-people often run screaming at the mere sight of her.
    Competitive Viperia is driven to overcome strong foes as much as she is to carry out her father's will.

    The first VIPER super I built, but one I never added to these boards, Viperia (or Tuwi-shande) is the daughter of an ancient human woman and Nama, a serpent god who is the immortal divine patron of criminal organization VIPER. Her rampages in ancient times were legendary but indiscriminate, and her father's worshippers begged him to do something. So he put her to sleep for thousands of years, and she recently awoke a few years ago. On one of her first forays into the modern world, she encountered Divinos, Golden Guardian of Good-and she beat the crap out of him. Eventually driven off by other heroes, she is now VIPER's not-so-secret weapon.

    I changed a few things with Viperia here (mostly folding her various attack powers into a single array) but she's meant to kick ass and take names, and that's what she does. I did a sort of Bronze Age Superman thing and limited her Power Attack to a single attack, her fire eyes, so when she uses them odds are she really wants to take someone out. Her greatest weakness is that she is in many ways, still child-like despite her amazing power and considerable intelligence. She can be used in a high-level campaign as a recurring foe, or in something closer to PL 10 after the heroes make the mistake of thinking VIPER is mostly a bunch of jokes.

    Temper Otanga does not tolerate being insulted or defied, especially in public.
    Enemy There are rebels in Lungedu which wish Otanga dead, and his efforts to stamp them out often only drive more to their cause.
    Watched Otanga's regime is observed closely by the larger global community, such as UNISON, but also his fellow African nations Nestoria and Dakana.
    Power Loss Otanga must shed blood on the ritual site where he gained his powers every week or they fade away.
    Pride Otanga's arrogance and anger won't let him back down from a challenge.
    Reputation Otanga is known as a strongman dictator who rules a criminal, rogue nation. There are also quieter whispers about his blood magic.

    Jospeh Otanga was just another military officer in the West African nation of Lugendu, serving a succession of President-for-Lifes who never seemed to live all that long. Too competent to be trusted, he was cast out and only survived by hiding among his tribal home with his few loyal soldiers. Eventually he found a witch-doctor and extracted the secret of magical power from him by means of blood sacrifice. With the ability to turn his enemies (and sometimes allies) into animals, as well as superhuman physical abilities and the ability to copy the traits of african animals, he returned to Lugendu's capital. After overthrowing the current regime he became President For Life, and has ruled with brutality and just enough cunning to avoid upsetting other nations of the world (he cooperates with the United States enough to keep them from caring about his human rights violations) but if anyone learned of his current secret plan-to use the Wild Card Virus to create an army of child Ace soldiers, he'd be forced into a war before his plan to invade Dakana is ready.

    A Champions character I've wanted to do for a while, Otanga is an animal shapeshifter with relatively low ranks of Variable, to account for him already having superhuman physical abilities. Not limited to just turning into this animal or that, he is more of a chimera, able to swap traits on the fly as necessary (he generally looks like a lion man when he expects danger or combat, or just wants to terrify someone). He also has a crazy long-range Affliction type power, but I thought that best left off the sheet as a Ritual, since its supposed to take a long time anyway and require blood sacrifice, so its almost a plot device. Of course his real danger lies in the fact that he controls a nation (in the Crinoverse a lot of super villains from various sources have migrated to Lugendu, including the world's most powerful Ace, The Radical) and could easily assemble a few teams of bad guys to oppose any heroes who might seek to aid the rebels and depose him.

    The Supreme Team

    From the pages of the Atlas of Earth Prime, the Supreme Team is a loose grouping of Southeast Asian heroes who mostly function alone or in pairs, but occasionally get together to deal with larger, international threats. While there are more, these three are some of the more prominent members. Not world beaters by any means, they still bring focused skills and versatile powers to any engagement, and make good contacts and backup for PCs unfamiliar with the region.

    Stalking Panther is a former guerilla fighter from Laos who fights for justice for all the people of his county as well as the larger region. While not Hmong himself, he often intervenes on behalf of that oppressed group, bringing his superhuman powers, triggered during a near-death experience, to help those who cannot help themselves. Stalking Panther is fast, strong, and tough, but not invulnerable and has to rely on his stealth and familiarity with jungle fighting to keep himself out of harm's way.

    Power Loss All of Galaxia's powers come from her Cosmic Gem, and while it is unknown what precisely could remove or interfere with its powers, should she lose it, she would lose all her powers, and her Strength and Stamina would drop to 4 each.
    Temper What Galaxia wants, she usually gets. When she doesn't, she doesn't get mad-she gets even. People deride or taunt her at their own peril.
    Hunted A coalition of Galaxia's enemies drove her from her past home system, and may still be chasing her to Earth.
    Infamous Galaxia is well known on Earth as a being of great power, and is feared and pursued by many organizations, heroes, and even some villains.
    Obsession Galaxia is deeply infatuated with Divinos, and wants to take him as a mate.
    Arrogant Galaxia is used to being on top of the heap, and treats her whims as iron commands to be followed.

    •No one knows anything of Galaxia's true origins, and only a few know the source of her power-the Cosmic Gem that sits in her forehead, attuned to her body. A few cosmic elder beings know of the Cosmic Gems, but this is highly rare and ancient knowledge. What is known is that Galaxia is an alien of some kind, looking humanoid because the Gem altered her form, or because it causes viewers to see her as similar to them-again, no one knows. For a long time, Galaxia was a roving ruler, conquering a planet, enforcing her will over its people, and then leaving when she was bored, destroying those who tried to stop her. Eventually, a number of civilizations banded together to stop her, with an enormous warfleet of ships too much even for her. So she fled, eventually arriving on Earth, where she seeks to continue her old habits. Also on Earth, she met a man-Divinos, who stopped her early attempt to level the White House and take over America. She has became infatuated with him, and wishes to have him rule the earth alongside her as her royal consort.

    •Galaxia has brains, ambition, and a whole hell of a lot of charisma, but all of that pales before her power. With a Villain Point, she can shrug off rank 25 damage or lower, and can dish out rank 22 damage with a power attack. She can also target people's minds, bind or blast anyone she can see from a great distance, or level an entire building with an explosion of power. The Gem has modified her body, making her strong and tough even before she starts using its energy powers. And its quite likely she's only scratching the surface of what it can do-GMs should feel free to have her power stunt things such as Transformations, Create, and the like. She's a textbook narcissist, and cunning heroes might attempt to appeal to her ego instead of just trading blows with her. She wishes to rule, not destroy, so wanton cruelty isn't her style and if heroes can convince her that her attempts would go smoother on another planet, or on Earth far in the future, she might just leave and try her luck elsewhere/when...until she gets bored, anyway.

    Fame Sentinel's identity as Max Liberty is now public knowledge.

    Power Signature In addition to the obvious aspects of his powers (the glow and hum accompanying his flight), Sentinel's powers leave a radiation trail that certain devices and scientists can track.

    •Maxwell Liberty is the hero of Silver Age Sentinels, a man more than a century old who has been fighting for freedom and justice for more than half of his life. A former World War One flying Ace, he was shot down and crippled. Briefly running his family's business interests afterwards, he became a civilian instructor during World War 2, and was eventually selected as part of a super soldier program. Project Anodyne had 12 subjects, any one of which could be called heroes. Only Liberty survived the atomic fire that activated the chemicals he had been injected with, giving him powers beyond mortal men. He became American Sentinel, a name he only recently dropped in favor of a more global view on heroism.

    Who's Afraid of the Big Black Bat? Kite Man is (technically) an enemy of Batman and the other assorted heroes of Gotham.

    •Kite Man. Hell Yeah! Without spoiling anything, Kite Man is a DC comics character who is a massive joke (his name is Chuck Brown), who in recent years was given a backstory which turns him into an awesome tragicomic figure.

    •Kite Man shouldn't really be a PL 6, but I felt so bad for the guy, that's where he ends up. He's at least head and shoulders above the police, so it would take a superhero (literally anyone with a name and a mask, really) to take him down. Charles Brown is good at exactly one thing, and that's aerodynamics.     •Kite Man. Hell Yeah! Without spoiling anything, Kite Man is a DC comics character who is a massive joke (his name is Chuck Brown), who in recent years was given a backstory which turns him into an awesome tragicomic figure.

    •Kite Man shouldn't really a PL 6, but I felt so bad for the guy, that's where he ends up. He's at least head and shoulders above the police, so it would take a superhero (literally anyone with a name and a mask, really) to take him down. Charles Brown is good at exactly one thing, and that's aerodynamics.
