    In the Revised Edition, when the rules deal with Fantasy genre conventions, there are some races presented who have racial levels. Have these levels to be chosen before any normal role levels, or can the player decide what to do on a new level: racial or role?

    Yes. The idea with the uncommon racial backgrounds that have race levels, is that they have more bestial qualities which are accounted for in their initial levels. It's a way to avoid creating a character that doesn't overwhelm play balance. Note that some of the features they acquire are traits you only find in the bestiary and aren't available in any equivalent feats. It should also be noted that they still get any starting role bonuses or features once they complete their initial race levels and take on 1 of the 3 roles.

    Of course as GM you can always eliminate some of the racial levels or completely remove them. However, those race levels do confer some significant bonuses, so personally I wouldn't entertain such a notion if I was GM'ing. Keeping in mind that True20 ability increases are a full score increase, which equates to increasing an ability by 2 in other D20 based RPGs.

      That seems reasonable: the non-human character is introduced in steps, without overshadowing more traditional characters.

      So, racial levels first, then role levels.

      And yes, the character still gets the special role ability at the first role level she takes.
