    As for the setting, it's probably a bit of a letdown; the world this takes place in is a slightly more technologically advanced version of ours, with one key difference. In 2010, something happened that resulted in about 0.05% of the population gaining superpowers. A large part of the campaign is navigating a world where all these powers suddenly appeared, and dealing with the groups that got themselves established faster than everyone else.

      Actually, it's similar to the idea I've had floating around where supers have existed rarely throughout human history and the players being a part of a world which has experience with supers and seeing how they choose to fit in. For instance, they can choose to be heroes, villains, or independent and the events and ways they encounter them will vary based on their direction.

                  Sole Survivor - Reaver was a member of a superhero team until the rest of his teammates were killed in a villain attack. He carries with him intense guilt over being the only one to survive and has become noticeably more unhinged since.

                  Vengeance - Reaver believes that he must kill those who would harm others to prevent something like what happened to him from affecting innocents.

                  Backstory
                  Robert’s powers manifested in his sophomore year of high school when his powers manifested in 2010. He had been challenged to a fight over a phone that he had allegedly stolen (he hadn’t) and when he accepted he and his opponent were shocked as a spectral colosseum appeared around them, cutting off all input from the parking lot they had just been in. Nothing they did seemed to release them until Robert’s challenger knocked him out in his frustration. When Robert came to there was no sign of the colosseum or his opponent. With practice, he came to discover that his powers allowed him to shunt people into a pocket dimension of sorts, which he would then enter on his own. The catch was that he could not dismiss this ability willingly; either he or his opponent needed to be incapacitated to release it. With practice, he learned that he could also summon weapons while within the dimension (which he took to calling “The Arena”). He did not do much with his ability outside of fighting with his friends for a while before he was pegged to join the newly created hero team PRISM.

                  PRISM was a superhero team that was brought together partially as a marketing stunt but also to bring some measure of super protection to the American South. Based out of Atlanta, each member of the team was color-coded to a color of the rainbow; Robert’s color was red, and he adopted the moniker Red Reaver when he joined the team. Originally a fiercely competitive, albeit jovial, person, his life was changed forever when the villain known as Slaughter arrived at their headquarters to “test” them one day six months after forming. Robert would never forget the carnage that he witnessed on that day. Blue Bulwark was the first to step up to Slaughter; he was cut in two with one stroke. The rest of PRISM attempted to stop the villain, but each was dispatched relatively easily. Robert saw his teammate Jessi, the Saffron Psychic, about to be laid low and, without thinking, used his power on her. Unfortunately, he did not reach her in time as Slaughter struck her in the stomach, striking a mortal blow. She and Robert were now stuck in The Arena, unable to help their teammates as they watched them be murdered by Slaughter. Jessi was able to hang on long enough for Slaughter to lose interest and leave before dying in Robert’s arms, which caused his powers to shunt them both back onto their headquarters’ campus. The experience of watching his teammates and friends be brutally murdered in front of him while he could do nothing caused something within him to snap. Dropping the “Red” from his name, he now wanders the country, using his abilities to prey on those that would harm others.

                  GM Notes
                  This character started as a member of a throwaway hero team I created for a mission for the PCs in my villain sidekicks campaign. During that mission, several members of that team were killed which led me to thinking of what would happen to the survivors of that team and how they would react. Eventually, Reaver came into being and was introduced as an antagonist to my hero PCs (with slight tweaks to his backstory).

                            Outrun is a really cool design and I'm admittedly a sucker for vehicle-based characters (although they seem to be rarely used). Would it be possible to have his vehicle have variations to account for different scenarios? Just as an example, instead of wanting to have machine guns for a weapon, the car could be equipped to have caltrops or an oil slick or a wench, etc.? More options for utility would make for a more versatile character that is already somewhat limited by having to use a vehicle in the first place.

Would it be possible to have his vehicle have variations to account for different scenarios? Just as an example, instead of wanting to have machine guns for a weapon, the car could be equipped to have caltrops or an oil slick or a wench, etc.? More options for utility would make for a more versatile character that is already somewhat limited by having to use a vehicle in the first place.
                              Sorry for taking so long to respond! You're right; more variation is always great. He's an NPC in one of my campaigns currently, so I've been a little fast and loose with it, but if a PC were playing him I would rule that his transform would allow you to any vehicle into one of his design that didn't go over 75 PP (from his equipment advantage). That might be a little against RAW, but as you said, vehicle characters are already limited.
