    Hello

    I have decided for the 1st time of my life as a GM to create my own universe and this time for Mutants & Masterminds. I want to create something inspired by a lot of things I like but enough original that my player wants to try it. This is a work in progress and I do not want to be too hasty about it, I am currently running a L5R 4th edition game so we have time before I test my own universe .

    So far I have decided than everybody on my universe has powers but I am not sure about the who is responsible and when (well maybe a precursor-like race for obscure reasons during prehistory) . So far I have feedback from a friend who told me that giving everybody powers will induce a caste system on society (healers, workers, fighters...) and that more powerful people will probably use their power to abuse authority.

    The name is not definitive.

    Everybody has powers! Isn't that the same as noone has powers, to paraphrase badly from the incredibles. I guess if your power is to mind control worms you are not as highly rankedcas superman.
    The reasons I can see progenitors seeding superpowers are a) a better class of slave or soldier.
    B) an experiment gone wrong (wildcards).
    C) to prepare us for some powerful threat e.g. the krull, the Borg, the frost giants or whatever. That could make for a good story hook.

    The challenge will be keeping enough things familiar for it to be a world players want to play in. Can everyone fly, superstrong, is a genius?
    There is another thread called 'change the world for 10pp'. It shows that it doesn't take much superpower to drastically change the world and that is not even talking about super science.

    Every book is defined by conflict. Who are the enemy. Are they fighting amongst themselves? Has the world become fuedal with each ultraparagon claiming their own city/continent/moon/plane of reality? What are the ratios of galacticus/superman/the Blue Rajah/waffle man?

      A and C appeal to me more than B .

      There is another thread called 'change the world for 10pp'. It shows that it doesn't take much superpower to drastically change the world and that is not even talking about super science.
      This thread I must read because one of my potential idea would be to limit powers to a few PP : nice idea !
