I have a player who wants a sword that can shapeshift into several different forms; scythe, sword, blade whip etc. I was wondering it would be better to have 1 device with an array or have a bunch of different alternate devices. Not sure if this changes anything or whatever.

Probably one device with an array. But what do the different forms do? If it's all just damage with a different look, you don't even need the array.

An array of devices is a tricky thing, because it gets into questions of what happens when an item gets disarmed or damaged, and then you switch the array slot. I personally required any arrayed devices to have a common power source, or something like that, so that you lose use of all items in the array if you lose one. You also have a minor situation of how to handle switching array slots on devices when theoretically it should require a Move action to "draw" them unless you have Quick Draw.

Otherwise, it's basically a matter of descriptor. You could even theoretically have an array where some items are Hard-to-lose devices and some are Easy-to-lose and some are just powers, such as nanobots stored in your body that you use for various purposes, including exuding them as a suit of armor or putting them all into a gun that you wield. Disabling the devices disables the power until you reacquire/fix them.

The most simple solution would be 1 rank of "Variable Descriptor" (a flat extra). This allows, in this case, to vary the descriptor of physical damage (bludgeoning, piercing, slashing etc).
The drawback is, of course, that it doesn't cover the modification of other weapon traits (for example Improved Critical, Reach or Disarm). As a GM, I'd allow this for a second rank, though.

Could you add Variable to it: Enhanced Weapon Traits?
