    I have a concept for a character who grants others their own Ability ranks, and I'm not very sure about how to implement it.

    I picture something like Enhanced Strength with Attack or Affects Only Others (is there a functional difference between the two?) Linked to Personal-range Weaken Strength. But there are two problems: I can't find any RAW way to make a longer-ranged effect Personal, and Weaken allows a resistance check that seems like it'd defeat the point.

    The functional difference between Attack and Affects Others is that Affects Others is for giving beneficial powers to an ally, while Attack is for forcing an effect on an unwilling target. Once you grant the power to someone else using Affects Others, they are "in control" and they sustain it and can cancel it on their own. The same is not true of an Attack.

      I would just make this an Affects Others Enhanced Strength with a Side Effect (p. 150.)

        This is very simple. Create an Array:

        Array 11 pt (10 pt pool)
        * Enhanced Trait: STR 5
        * Enhanced Trait: STR 5, Affects Others.

        Now either you have STR 5 or someone else has STR 5 and you don't. For an extra point, make the Array dynamic and you can give 3 STR to someone and retain 2 STR (or any other combo).

        Weaken vs self is a sign you are doing something wrong.

          Two points. Both slots need to be Dynamic to be able to use both partially.
