    This is a power/item you decide: it causes opposition to have a negative 5 or so to attack (via fear) & a positive 5 to morale to alies!
    What do you think? How would you fine people make it better?

    Just randomly giving opponents -5 to attacks is difficult in M&M. An Area, Selective Weaken to attacks would be rather expensive and imprecise since there is no "attack" trait to target.

    Weaken (resisted by Will) Area (pick one), Selective, Broad (any ability that affects aim), Simultaneous, Limited (Ability lose only affects attack checks **).

    That's 4 pp/rank. You need at least 10 ranks to get a -5 effect, so that costs 40 PP.
    ** A case could be made for the limited effect to be a -2 flaw reducing this to 3pp/rank.

    Now you have to link that to:
    Enhanced Trait 5 ranks of melee attack advantage, 5 ranks of ranged attack advantage, Area, Selective, Limited (Only to increase attack checks). That costs 20 pp.

    Now, you might think this is too expensive. But this +5 bonus and -5 penalty shatters Campaign Power Limits. And thus should cost a lot.

    So for 60 PP you get this effect. Stick it into an easily removed device and you knock it down 36 PP.

    I wouldn't allow it because of the Campaign Power Limits.

    Alternatively, Just buy the advantage "Favored Environment: Within 30 feet of this power stone" Area, Selective. And it only costs 3 PP to give all allies +2 to attacks or defenses. That is more in line with how the game works.

      This would be the easiest and most playable verison for me:


      War Paint: Enhanced Trait 10 (Traits: Intimidation +10 (+10), Advantages: Inspire 5) - 10p

      Intimidation already instills fear in enemies to give a penalty with an Intimidation check vs Insight or Will. One degree success impairs your target (-2 on checks) and 4 or more degrees disables (-5). This can also be done on groups of minions. It's normally a Standard Action, but you can do it as a Move for a -5 penalty.

      Inspire 5 would give all allies you can interact with +5 on all checks until the start of your next round. It requires a Standard Action (no option for faster) and a Hero Point, but specifically ignores all PL limits, so it's something you'd want to use strategically and not necessarily right at the beginning of combat.

          You can get rid of the -5 penalty for 1 point. It's called a Skill Knack.
