    As a GM, is this a combo to be wary of? I'm building a character with a +12 attack, 8 damage, improved crit 16-20, and multiattack. Assuming an opponent with Parry 10, if this guy rolls a 16 or better (a 25% chance), his attack would do 8+2+5=15!

    If up against PL, yes. Its essentially a way of sidestepping a lot of the PL cap statistically; it won't produce better damage with every hit, but it'll do so often enough to be pretty visible.

    Consider a character going up against an opponent of comparable defense. He's hitting about 50% of the time (11-20), so those are the only attacks you care about calculating the damage on (the others miss so they're not doing any damage anyway). So out of those, 80% of the attacks that hit do at least 13 damage, 60% of the attacks do 14 damage, 40% of the attacks do 20 damage, 20% of the attack do at least 21 damage, and 10% of the attacks do 21. All while avowedly being a PL 10 character.

    There are some cases where this isn't as visible--this is one of the few set-ups where a high Defense opponent comes off a little better than a high Toughness one--but since it applies up the middle and to all the Toughness shifted opponents (in fact, the Multiattack end works even better against them because it kicks in more often; the critical end technically works a little less well proportionately because you'll land more hits that don't land in its range) you can expect to pretty consistently do more damage than someone at your PL should be.

        Thanks for the insights. The character in question also has Power Attack.

        However, the Multiattack is an enhancement built into an Absorption that requires the character to suffer 2 levels of Toughness fail and be hit by at least a Damage 8 attack in order for it to activate. Even then, he would need to be hit and beat on consistently to keep up the points for the full STR Multiattack as it Fades away.

        I think that that will be enough of a balance - though it means if he is really losing, he'll be kicking out massive damage, which is thematically kinda cool.

        I welcome any other thoughts on the subject.

          Power Attack doesn't violate PL per se; it can play badly with specific other powers (a broad based Concealment type, which can already be problematic, becomes even moreso with Power Attack), but there's flatout no in-play cost to Multiattack and Improved Critical; they have a point cost, but you don't trade down any element of PL to have them.
