    Still mainly only interested in the Agents of Overwatch premise, but I have a fairly pertinent question just in general.

    If you don't observe PL, how do you typically direct people to build? Purely on a PP budget?

      Yes. If you check out my Roll Call thread, I abandoned PL a long time ago and just build with points. I mean, you might do something like PL 8-ish with 120 points, but this way, I find the restrictions imposed by PL more easily ignored and I just try to model characters as I feel they should be. It requires a bit more oversight, but not really any different from other points-based games.

        Well, from a game design perspective, PLs are really only there for everyone to be on the same playing field. Someone who designs a street level PL4-ish character is hardly going to have the same impact in a game as someone standing at a Superman power level. Power levels also help establish scale, so there is something to be said for using PLs..

        But having an "unlocked" PL sort of dealie can still work in theory, though if everyone is on the same PP budget, you'll end up seeing very specialized, simple builds that go for higher skill and power ranks, and more diversified characters with lower ranks, and in M&M, specialized tends to beat out diversified in terms of overall impact.

        I mean, take that all with a grain of salt and do what you like for your recruiting, I'm just sharing some insight as someone with a little bit of background in game design. I'll likely still try to submit something if you do Overwatch regardless of how you go about it. I was more curious than anything how you planned to have people build without a PL limit.

          For Overwatch, at least, I'd probably use PLs. It's just a matter of figuring out what PL to use. 8-10 seems about right. These guys aren't super-powerful heroes, generally hovering around street level, though many have some nifty abilities.

          If we went ME or whatever and didn't use PLs, we'd definitely have a power point budget and guidelines all the same. I mean, otherwise, someone could sink all their points into the POKE and give it +20 attack. (That is, "Punch of Kill Everything," which, sadly, the Decepticons have yet to perfect.)

            Yeah, that range seems about right (if a little generous) for Overwatch.

            And yeah, POKE is a good example of an over-specialized combat type. That being said, years ago, I did try to run a game where someone submitted a character that dumped defenses and boosted Toughness to 20, saw nothing wrong with it. So even having PL limits doesn't eliminte the potential of that kind of issue per se, BUUUT, I've noticed most people on this board are pretty solid and not looking to abuse the game mechanics, just wanting to make interesting characters.

              One of the common house rule, I've seen, is the defenses trade offs must be within +/-3 or 4 of one another. At PL10: will +14 fort +6 would be illegal for +/-3. It eliminates the Toughness 20 issue.

                I dont have a particular build concept that would ignore PL but I see the idea of it allowing a more likely simulation of Thor fighting alongside Black Widow (think comic books not movies). It would definitely would require a munchkin builder to get the most out of it. There again though is simply where as Lara said GM oversight would explain that while said submission was accurately RAW to the house rules it was not RAI and needed tweeked in X manner

                  Expressing my interest in Mass Effect again. A couple of questions, mostly regarding the history. Obviously the game would take place after ME3, so are you using the Destroy ending-the only one where Shepard can live-or are you going a different route? Something like the Happy Ending Mod? If the Shepard you're using is Paragon, does that mean the genophage was cured and the quarians and geth made peace?

                  (Sorry if these are spoilers for those who haven't played ME3... but it is more than six years old.)

                    My personal pick would be Mass Effect. I feel that between biotics, a good amount of tech, and the various races of the galaxy, you would a large amount of flexibility in character building.

                      Mass Effect - The PC team name/job might even be "Paragons," since they're an overt example of how cooperation and teamwork are better for the galaxy. Would it be in the style of the important gameplay, where it's a series of ground missions carried out on foot, or would starship and vehicle combat be a significant part of it?

                      Overwatch - Slight preference here, as I just came up with a concept... inspired by Junker D.Va and Orisa, someone from a rough part of the world, maybe Australia, who has constructed a mecha out of scrap, perhaps one that transforms into a (wheeled or hover) vehicle for long-distance travel. Escorting convoys to and from the one decent town in the wasteland until she met someone from the new Overwatch that recruited her to do good on a larger scale.

                        Yeah, I mean, I'm okay with handling even a no-PL setup, mostly because I have a certain amount of trust in players not to build obviously broken stuff. And obviously, I reserve the right to veto something, even after gameplay has begun, if it ends up being problematic. But I don't believe anyone here would intentionally try to break the system to create a POKE character.

                        Happy Ending Mod? Oooh, I need to see that! can ya tell me more about it? I just finished ME2 not long ago, and I want to start modding ME3 for the ultimate playthrough.

                        Yes, I would assume my playthrough as "canon," with slight changes to the ending. My playthrough, being largely Paragon (save for headbutting a Krogan or two), saw the genophage cured, quarians and geth made peace (and the geth have true individuality thanks to Legion's sacrifice), everyone survived the Collectors, etc. I also change the ending such that the Crucible only destroyed the Reapers, and go from there.

                        Yeah, it's pretty explicitly a setting that allows for some weird stuff. "Sufficiently advanced" technology, full-on psionic powers (I mean, no amount of gravity manipulation can explain certain things like Sovereign's ability to corrupt minds, or the asari ability to meld minds the way they do), things like that.

                        A lot of it would be on the ground, sure, but vehicular combat and action scenes would be a fun part of it.

                          Good to know. An ace pilot type is on my mind, among several options. Joker usually stays in the ship and likes it though. Another notion is an action archaeologist. The competition for Prothean artifacts is fierce... one would have to be able to handle themselves, and handle bandits, mercs, wild alien beasts and more.

As it's described, "MEHEM is a reinterpretation of the endings of Mass Effect 3, which introduces quite a few changes to the game's finale and - as the title suggests - will result in a brighter outcome for Commander Shepard (if your forces are strong enough)."

                              Both would work. I'm certainly down with powered armors, ships, smaller vehicles (Mako and the like) being a common factor. "Action archaeologist" is generally what I like to play, as well. It'd make it easy to introduce a rival for your character.

                              Cool! Thanks. I'm gonna have to download that one. ME3 was pretty good all the way up until the ending. And I have been wanting to really make this the ultimate version when I play through it.

                                So I downloaded ME2 Demo from Steam and played a bit of it. (I'm old and FPS games suck as I can't aim with the mouse.) It makes the concepts like biotics make much more sense. Could be a cool game.
