  • [3e OOC] Solstice (3e Closed to New Interest)

    Hello All, I will be recruiting for a more 'traditional/classic' HEROES style game with Super Heroes fighting Villains and Monsters.
    It will be a homebrew, more real world based setting where supers are newish, and the PC'S would be members of the world's foremost hero team that formed to deal with it. The setting won't be as four color, but it won't be dark/gritty either. I'm aiming for something "whedonesque" (Joss Whedon - Avengers, Buffy, Angel, Firefly, etc) in flavour.
    Right and wrong are generally easy to tell apart, and the bad guys aren't hard to pick out, but there's still some grey out there.


    The Setting:

    Dec 21st, 2013, 17:11 UTC (The moment of the 2013 winter solstice). Although nobody knew it at the time, this date became one of the most important in global history, for it is the day everything changed.
    It started in a small Egyptian town. A woman was giving birth at the exact moment of the Winter Solstice, and the next second a massive flash of heat and light obliterated the entire town. Though the event was noticed by satellites, the cause was - at the time - unknown.

    The next day, an old Woman, blind and on her deathbed, suddenly leapt to her feet, seemingly cured, and began ranting about visions of far off places. She claimed to know what had happened in Egypt the day before.. Of course, nobody believed her.. yet.

    On the Third day, is when the world began to believe.
    A prominent scientist and businessman by the name of Carl Clarke, Co-founder of the tech-giant "Sufficiently Advanced Technologies", was seemingly killed in a very public explosion while displaying their new Nanite Technology - only to be reformed, now fused with the nanites and gifted fantastical abilities.

    Every day since then, at that exact moment, a new person has gained powers - One person each day.
    Sometimes the date is important to the person, sometimes it's significance is unknown. Often their powers are related to their personality, or the date, or the circumstances surrounding their transformation, but it is not always obvious. There are some who have managed to keep their new-found powers hidden - some days seem to go by unmarked.

    Theories sprang up immediately - it was a hoax by corporations, it was a cover-up for aliens, it was Judgement day, the ancient gods had finally returned, etc..

    The world changed as people who could do the impossible began to use their powers. Within a few months, with nearly a hundred supers around the world, it was becoming obvious that the only thing that could stop a rampaging Super-powered villain was something straight out of the comic books. Carl Clarke of SAT began to assemble a team of heroic individuals, creating the worlds first Super Hero Team.

    Once people began to figure out what was happening, many tried to 'trigger' a transformation, but none were successful. Many were injured or killed in their attempts to duplicate other transformations, or force something to happen at 'just the right time' or in 'just the right place'.

    On Dec 21st, 2014, at 17:11 UTC, just as had happened every day for a year, someone was empowered. The next day, however.. nothing. This wasn't unusual in itself, several days had passed uneventfully as newly empowered individuals hid or came to grips with their newfound abilities.
    Then another day passed..
    By Christmas, some were getting worried.
    Now, it is New Years eve, a full 10 days have passed with no new powers, many have begun to suspect that what had begun with one Solstice had ended with the next, and others have proposed that something bigger still is coming. Whatever the truth may be, life goes on.

    Global Politics/Views

    The team is international, with about two dozen affiliated members counting the PCs. Since it's essentially Captained by Clarke and sponsored by SAT, it's based in the US, but several governments welcome their presence to protect against disasters - including Super ones - and most at least tolerate it in the extreme circumstances that usually call for their intervention.

    Notably, many of the middle-eastern countries tend to be less than welcoming of the outside interference, but that generally doesn't stop Heroes from going where they feel needed.

    Most Governments have reacted surprisingly well - at least so far, and publicly. There have been a few anti-super laws floated, but a general "how do you know you won't be next?" argument has kept the majority from reacting overly-harsh. Also a lot of religious people feel that the empowered are chosen by God (Though which God depends on who you ask), and the Church has no official position yet.

    Canada and Sweden have officially come out as "pro-rights", with several politicians saying things like "Haven't we learned anything? Gender, Race, Sexuality, Religion, now 'powers'. Humans are Humans, and Human rights are Human Rights."
    Of course there have also been the 'they're not human' claims, but testing on the Empowered has yet to find any significant difference between them and other humans (Even the ones who don't LOOK very human). As far as Science is concerned, you are human.

    Russia seemed like they were going to come out ANTI-powers, until they gained a few prominent supers of their own.

    We'll see how things change now that it's looking like the transformations are at an end.

    There haven't been an enormous amount of changes globally - it seems for every would-be super powered despot that is created, so to is a hero to stop their schemes. Roughly 100 of the empowered have become Villains.
    The biggest change would be the Fearsome Four, a band who came together and took over an Island nation off the coast of Africa before anybody knew about them. By the time the heroes got word, they had fortified their hold over their new land, proclaiming it 'a Haven for the Empowered', though fortunately not too many have taken them up on it. As the small nation didn't have much in the way of natural resources, strategic significance, or political alliances, none of the worlds nations feel particularly compelled to liberate the occupation.

    Generally speaking, it's rather similar to the worlds of Marvel/DC - Villain tries something bad, Heroes stop him, status quo generally maintained. Sometimes they capture the badguy, sometimes he escapes. Sometimes he's a she.

    SAT:
    Run by Carl Clarke, the SAT Motto is 'Making Magic Real'. They're a fairly starry-eyed, wonder-filled group of people compared to most corporations and scientists. A lot of the time they shoot for something that ends up being unattainable, but when they do make something happen, it's usually something AMAZING.

    The Hole:
    SAT has developed a Power Nullifying field.

    Located in a highly classified underground facility known as "The Hole", somewhere on an unknown island. The only way in is via teleportation, and only three people know it's location - Clarke, the Hitchhiker(Who transports people to and from the facility), and the Seer - because it's pretty hard to keep anything from her.

    It requires an enormous amount of energy, and is thus not portable or weaponizable, but has allowed for incarceration of otherwise unstoppable foes. It also has the side benefit of allowing visitors to the site a chance to 'be normal' again, though they only allow a few 'visitors' at a time because the power requirements grow exponentially with each person nullified, and it's more important to keep the badguys nullified.
    SAT was working on a second one, but between their support of the Super Hero team and building the first one, they've begun running a bit low on expendable assets.

    The Egyptians:

    After the flash, it was days before anybody arrived to investigate. Satellites that tried to survey the area could get nothing, returning pictures that looked like nothing but white light.
    When investigators arrived, they found a glass-lined crater, with not a piece of debris remaining of the town or it's inhabitants. In the middle of the crater lay a small boy with Golden skin. He was taken into a military hospital and kept under wraps - it was two weeks before anybody outside the Egyptian military knew of his existence. By this time the daily appearance of new Supers had become known, and it was quickly deduced that he must have been the first. Though he still hadn't awoken, everybody wanted him. Some to study, others to protect him.

    He was eventually released into International Custody, but remained comatose.

    On June 21st, an Egyptian woman transformed into a Cat-girl, and broke into the hospital, stealing the Alpha away.
    Those whom she encountered later described her as extremely protective of the young child, though no connection has been found.
    In November, the two of them re-appeared at the Great Pyramid, where the boy - now a teenager - proclaimed himself Ra the Egyptian Sun God, and restored the Temple to it's former glory. Declaring it his new throne, with the Cat-girl goddess Bastet watching over him.
    The Egyptian Government has expressed disdain at this claim over one of their most important pieces of land, but the Public's response has been Vocal, with many flocking to the 'returned gods' Ra and Bastet, and the Government seems powerless against such a display of might.

    On Nov 29th, A visitor to the Pyramid angered Ra by shouting that he was No God, and was blasted with a bolt of Sunlight. Instead of being incinerated though, the man was struck back into the shadows where his transformation took hold of him, turning him into a powerful creature of darkness. He battled Ra, causing much damage, but the blazing sun seemed to weaken him and empower Ra, and so he retreated into the shadows.

    Finally, on the second Winter Solstice, The last to gain Powers, the Omega - was a woman in Cairo. The next day, she approached the Temple, claiming to be Isis. She, Ra, and Bastet have been inside since, refusing any visitors.

    Other 'Divine' powers
    Much like the Egyptians, a few Supers have arisen claiming to be other 'divine' powers.
    Greek/Roman Gods - Ares/Mars and Aphrodite/Venus are the only two so far who've claimed part of the Greco-Roman Pantheon, though they both say that the super-hero known as 'the hitchhiker' is actually their fellow Deity Hermes.
    When asked, Hitchhiker shrugs it off.

    Angels - There are also Two who claim to be Archangels of God - Michael and Gabriel, and one villain who claims to be Lucifer.

    There may yet be other supers who think they are (or maybe they ARE?) Divine Agents of various religions, but they have not revealed themselves as such.


    Character Details:
    I've nothing against 2nd edition, but have more experience with 3rd, so Unless there's resounding disagreement, I'm going to run this as a 3e game.

    PL 10, 160pp.
    *NOTE: Other Empowered people range from PL 8-12 with a couple exceptions, the majority being around PL 9-10. You guys are somewhere around the top 1/3. Unfortunately most of the stronger ones tend to go bad for some reason...

    Remember to state the date and circumstances of your empowerment, and whether there's any KNOWN significance to it (Even if that significance is unknown to your character, or if it's ONLY significant to your character). There is a list of already taken dates at the bottom of this post, but anything else is open.

    Requirements: Must be HEROIC. Must have SUPER powers.
    -The highly skilled weapon master/ninja types are usually fine, as are Anti-heroes/Vigilantes, but the premise of this game is that you are all Super Heroes. Emphasis on both of those words. There are exactly 366 Empowered People on the planet, and that is going to MEAN something down the line.
    Normal people have no hope against Empowered people, or against the other threats that will be coming.
    You CAN be a highly skilled fighter/assassin.. so long as you ALSO have obvious super-powers (beyond just being 'a bit faster/stronger/tougher with enhanced senses'). You need to be capable of doing SOMETHING that is humanly impossible.

    Descriptors:
    I will be using a fairly 'general' take on descriptors - there's not much difference between 'heat/fire', 'electricity/lightning', 'cold/ice/snow', 'radiant/light', 'shadow/dark', etc so very similar descriptors will be essentially interchangeable unless there's a good reason they shouldn't be.

    Removable:
    Similarly, as Super-science technology is JUST beginning to emerge, Removable Devices (Battlesuits, super-guns etc) will only be allowed if you have a Power which allowed you to create it (Super-Intelligence, for example). While it's possible for these people to make devices for others, I'd prefer that NOT to happen (at least yet), to preserve the whole "There are 366 special people in the world" theme, rather than mass-producing Iron Men with Magic Swords.

    Magic:
    Providing it's not used as a catch-all for "I can do anything", I will allow Magic as a descriptor, but know that much of the population - Especially the aforementioned 'spokesman' for the Empowered, Carl Clarke and his aptly named company "Sufficiently Advanced Technology" - views magical powers as just that - Science we just don't understand yet.
    Though of course there are those who view the powers as supernatural or even Divine. And there's no proof of who's right or wrong...

    Other House Rules:
    Generally I use a lot of house rules/requirements to keep games sane, but I'd like to keep this as open as possible to allow for some really FUN stuff. On that note though, try not to go overboard, or I'll respond in kind.

    And I do have SOME specific changes:

    Hero Points/Luck: I will be using a slightly altered form of Hero points/Luck. Since nobody seems to use Hero points for anything but re-rolling, and the Luck Advantage is such a powerful point-expenditure, I'm going to alter hero points as follows:
    Each time your character gains a hero point (including the standard one each player starts with), it grants you one use of EACH hero point ability - Edit Scene, Heroic Feat, Improve Roll, Inspiration, Instant Counter, and Recover. No more deciding WHAT to use your hero point on, you have one of each to use when needed.
    This will entail a bit more paperwork on your part, so please speak up if you think this will be a pain, but I think it'll be generally beneficial to the game, and promote use of things that are generally under-used.

    Movement Modes:
    I don't like how overwhelmingly good Flight and Teleport seem as travel modes - They surpass the others handily! (In my mind, versatility should come with less speed, and less versatility = more speed). The cost on them doesn't seem to even the benefit.
    In that vein, I will be making the following Changes:
    Jump works more like 2nd edition: Each rank doubles the distance you jump with an Athletics Check.
    Swimming allows you to move at speed = Rank, not Rank-2.
    Burrowing is base speed rank-3 not rank-5.
    Hover: New mode, costs 2pp. Allows you to hover in the air, slow fall, and move up to 5 feet as a move action.
    Flight: costs 2/rank. Speed = Rank.
    -If you do not have Hover, you must use at least 1 rank to stay airborne (Meaning you must move at least 15' per round to maintain flight)
    -Flight is Distracting. You can use a power feat to lessen or Negate this : Manueverable (with 1 rank, flight is only distracting when used at more than half ranks. With 2 ranks, Flight is not distracting)
    *So, the ability to Fly, hover in place, and not be vulnerable would be:
    Flight (2/rank + Hover 2 + Manueverable 2) = 6pp. This would give you a 30' move speed. After that, speed increase is the usual 2pp/rank.
    Teleport: costs 5 points For the ability to Teleport, and 2/rank to increase distance . Distance = Rank -1.
    -Base cost includes Change Direction.
    -Accurate is not an extra anymore but can be added as needed with Extra Effort.
    -Extended Doubles your effect ranks rather than adding 8.

    Hopefully this will make some of the less used modes more appealing for getting around. If you have concerns feel free to voice them.
    EDIT: CAPS: I will be capping movement mode ranks at PL (10), with minor exceptions for speed-specific characters.

    PRESENCE:
    Presence commonly sucks, so I'll be handling it like a lot of people on the boards do - you get a free 'social related' advantage for each rank of presence. (Social advantages, benefits, Wealth, etc).

    If I think of any other house rules I'll post them up, but other than that - pitch away!

    Active Heroes: 97
    -There are 23 Heroes associated with 'the team' at least part time. including the PCs, Alts, and Carl Clarke. The rest tend to either run solo or in pairs, with a few smaller 4-5 man teams. The German's have a national Trio who recently stopped "Herr Wolf" from conquering the country, finally earning Meta-Humans a measure of respect from german authorities.

    Active 'neutrals': 60
    -Most of these are just supers who don't want any part of the 'good vs evil' debate - regular people who have powers and generally just use them to make life easier. Most of these are *good* people, just not HEROES, but some of them - like the Oracle and some of the 'gods' - see themselves as being above such 'mortal' concerns. Some of them are considered villains by some, but haven't done anything overtly 'evil'.
    *Important names: Oracle, Mr Immortal, Jemal, the Egyptians, the Archangels *They are generally 'good', but their methods can be a bit Blunt and extreme*


    Active Villains: 81
    -These are straight up villains. People who use their powers to break laws, hurt people, etc.
    *Important Names: Aphrodite, Jinx, Grenadier, Quetzalcoatl, Mother, Fearsome Four


    Captured Villains: 17
    -13 of the captured villains currently reside in the HOLE. There are 4 known villains that have been captured by various governments who have chosen NOT to 'extradite' them to the safe-keeping of 'the hole'. Russia recently agreed, with the inclusion of 'Speed Witch' on the international Super-Team, to fork over their prisoner - the exchange is set for January third.
    2 more are being held under sedation by China in a supermax prison, and the fourth is standing trial in Germany for attempting to Seize control (Herr Wolf, whose powers do not lend themselves to breaking out of prison).

    Dead: 4
    -To date, 4 Metahumans are known to have been killed, though several have gone missing *See below*.
    In January, while things were still Chaotic, one of the world's first super heroes - Comet - accidentally killed a Rogue Telepath in Paris. This has garnered him much infamy for being the only 'hero' to kill since obtaining his powers.
    In July, a newly minted Villain attempted to use his Rock-controlling powers to take over New York, destroying a courthouse and three downtown blocks. Fed up with all the super-bull, New yorks finest and the national Guard ended up dropping him with a hail of armour piercing bullets and over two dozen High Caliber sniper rounds. New york hasn't had much high profile villain activity since (One might posit that The Team setting up shop there didn't hurt either..)
    Finally, In November, the super-villain Doctor Sinister (don't laugh, he's pretty much the strongest and most ruthless villain on earth, he can damn well call himself whatever he wants!) Slew two members of a newly formed hero team that tried to stop his takeover of Brittain. Fortunately, the remaining heroes were able to injure him, and though he initially escaped, The Team was called in and managed to Track him down, making him the 12th addition to The Hole.


    Unknown/Missing/Hiding : 107
    -Sometimes a day would go by without any transformative incidents, Meta of the day managing to keep their powers under wraps. Some of these later revealed themselves, but many did not. In addition to these 'unknowns', there are those who have either hidden or gone missing.
    Some theorize that various governments have captured and are studying on them, but of course every government asked thus far has denied any knowledge of such activities. It could also be that many of the 'missing' may be Canada, as the country has made itself a haven for any Meta-human who wishes to stay anonymous and is willing to follow the rules, creating a sort of 'Meta-human relocation program'. Or perhaps some of them have gone covert in order to join spy or military organizations.

    I think I remember following the interest thread that sparked this game. Although I didn't post in it, I do think this game would be very interesting.

    Question: Are we using the standard rules for Growth and Shrinking or will you have house rules for those?

        Your setting is amazing! How have world governments reacted to the super-humans? How does the Egyptian explosion figure into the setting? Are there 'aliens among us' for this one?

          Hmm.. So this would also kinda be like early Heroes too, cept everyone knows about it already, or perhaps rather, what Heroes could have become.

          I'll have to give it some thought here on what my pitch will be, as I know I do want the character to have some animal traits, but don't necessarily want the character to be locked into the Animal Brawler archetype.

          As far as 2nd vs 3rd, there are somethings I do like in second that I could work with, that just don't work right in 3rd. (like graft/Anatomical seperation and such.)

            Not unless some specific problem with them comes up, I can't think of any off the top of my head (Other than Shrinking being subpar in terms of raw cost-benefit ratio)

                As far as the Egyptian connection, I'll go into that in more detail when I flesh out some of the major characters (Notably, four of the Major players are from Egypt - Alpha, Jemal, Zenith, and Omega.

                As far as 'aliens among us', that IS one of the theories, but as far as anyone can tell, you all seem human.

                Oh one question on skills.. Are we still doing 1pp for 2 ranks?

                Yes, but I did give you all an extra 10pp beyond the usual PL 10.

                OH, that does remind me though, I'll be adding the common presence alterations to make it less of a dump state. First post will be updated in ~5 minutes.

                  OK, with that in mind, I've got one character almost ready to go. Her schtick is the ability to grow to some huge size (exact height to be determined). I haven't got an exact date yet but the significance of it will have something to do with her appearances on TV.

                  If for any reason that's no good, I've got a few more in reserve with most tending towards the "powerhouse" side of things.

                    Sounds very cool, ill coop something up. Im considering a fireblaster from June 30 (the hottest day in 100 years)

                    31 jan is the day of the saint of travelers right? Aphrodite is from valentine i think, but isnt that 14 feb? i suspect the 13th june was a friday. If i recall 21 june is the summer solstice. 31 oct is Halloween as far as i know

                      While I agree on most of your houserules for movement powers, rank -2 and distracting both is harsh on flight, might want to do one or the other. Also remember that by default flight and teleport are more expensive than the other movement types because they are more powerful.

                      Oct 30: OK, had to do some research here: either the Battle of Ypres of WWI, or a reference to the 30th Waffen Grenadier Division of the SS in WWII
                      Oct 31:Halloween/Samhain, they happened to fall on the same day this year
                      Nov 29: Your B-day (not that hard when you have it on your profile)
                      Dec 21: Winter solstice/Yule

                      Being a geek and pagan made most of these not super hard, really had to look for the Oct 30 and Feb 27 stumped me.

                        I'd like to apply. I was thinking of keeping it simple with a lean toward the four-color and make a Supermanalogue that's really a ten year old boy, so really more Captain Marvel without the Shazam! April 18, 2013 was the 75th anniversary of the publication of Action Comics #1, so that would have to be the date. That said, I'm no Superman historian, I'm just interested in playing the kid who is playing the superhero, so there doesn't have to be an actual Superman comic in your setting.

                            For movement variations I like the idea of front-loading the costs, since there's a lot of advantages to having Flight or Teleport at any rank compared to other modes.

                            Something like 5p for Flight 0 to cover what is effectively Safe Fall and Immunity to Ground Attacks and any Terrain effects, and 10p for Teleport 0 for basically all that plus the ability to slip out of any entrapment, and then +1p for each rank of Speed. It needs some fine-tuning, but you get the basic idea.

                              I think i might have two ideas so far.

                              The first is Leap Year, as i notice you have 366 days instead of 365

                              Or an irish settler who went into power on march 17 and is one lucky dog person thing..
