    Just to add to the great ideas others have mentioned, keep all those counter-moves in your back pocket, but let the player try them out a few times and even succeed. This lets them play out their concept the way they envisioned it, but showing his strategies like that should also tip off others. If he does it enough, it only makes narrative sense that a clever opponent will eventually be ready for him, and it should totally take him by surprise, and hopefully have him come up with different ideas.

    This is kind of the other side of the Rule of Cool. Doing the same thing over and over again with the same result, even if it's success, is boring in any fiction. Mixing it up is not being adversarial, it's making the game more interesting for everyone.

      One more unstated possible option: the GM could always simply disallow Move-by Action (and it's counterpart, Turnabout) entirely. As that would cover fliers and teleporters as well as speedsters, it wouldn't be an unfair houserule, and it would direct the players' attentions--and power points--toward other combat maneuvers.

          I also had an immature short-attention-span teen playing a speedster doing this. Since he removed himself from the battle except for his turn, he did not get any Hero Points for things that happened while he was safely four miles away, since he was safe. It didn't stop him but it did curb the tendency a bit. At least he knew there was a consequence for his cowardice.
