Your Dodge and Toughness are limited to 2x Power Level. But do they have to be the same all of the time? I thought that was the case, excepting Metamorph forms, which count as a whole new character. Someone else in a chargen discussion is not so sure. The subject came up when discussing ways to build a shapeshifter.

So would this be legal. A Power Level 10 character.

Dodge of 8, Toughness of 8 to start.

Along with alternate power setup:

Shapeshifting Defense 6 points.
*Speed Mode - Enhanced Dodge 4
*Power Mode - Protection 4.
*Balance Mode Enhanced Dodge 2, Protection 2

Thus, you can choose between 10/10, 12/8 or 8/12 on active vs. passive defenses. Legal, or not?

Yeah, that would be perfectly legal as long as changing your Toughness total didn't break your Parry/Toughness PL limit.

There's an Advantage (Feat, actually, using 2e parlance) from the Mecha & Manga supplement called Withstand Damage, that allowed you to drop your active defenses by up to 5 and pump your Toughness up the same amount. It simulates the "stand there and take the full brunt" often used by tough characters in manga. Some GMs have houseruled it into 3e, but it's not that common.
